This was Ma'amar was edited by the Rebbe in 5749 (1989) and published in Melukat vol. 3 (old set). It argues that the candles represent elevation on two levels 1) to Atzilus 2) Much higher. This exists (in THIS Ma'amar) in three scenarios. 1) Neshamos ascending (A. through Torah B. above Torah), 2) Mitzvos (A. helping Yidden, B. being helped BY Yidden). 3) Meoros [the luminaries] this means that the world has two elevations.
